Ratings are primarily based on empirical data such as range of features of native apps. The more impressive range of features in a given category, the higher the rating. It should be noted that in some cases the solution may not have certain “native” features, but can use webviews to obtain a similar result.
In many cases, you may find the specific features you need for your app even when the overall rating for that feature set is less than other reviews

Some ratings, like “ease of use” is based on our experience with the app and overall impression.
